Working Plan 2006
1. Vertebration of decentralized cooperation
- Support for the administration processes of new funds: support will continue to be given to the administration processes of new CooperationFunds throughout the State, particularly in Asturias and Aragon, likewise in the diffusion of the Funds model in order to guarantee the suitability to the model established by the Funds and to avoid great dispersion in new models.
- Impact on the state and European framework: the processes of passing and regulation development of cooperation laws in several Autonomous Communities continue to be up and running. Therefore, continuity should be given to the working line following up such processes,in order to guarantee that the degree of communication achieved at the state level is kept up and, if possible, maintained and extended. On the other hand, in the European area it would advisable continue the process of incidence concerning regulation that affect the field of action of decentralized cooperation.
2. Joint representation and follow-up of State cooperation
- Interregional Commission: a collective effort must be continued to guarantee participation in the calls for tenders of the working groups in which issues are dealt with that affect work areas of the Funds. Likewise, it is important to keep up the presence of Funds representatives in the Interregional Commission, as well as the presentation of proposals and amendments in the framework of monitoring and control of Spanish State cooperation policies. It should be remembered that the participation of the Interregional Commission gives visibility and prestige to the Funds on a State level, and shows the proactive ability of the Fund.
- Relationship with the Spanish Agency for International Cooperation (AECI): consolidation is needed for the new lines of collaboration between the Confederation of Funds and the AECI initiated with the signature of the framework agreement, on one hand, through an Operative Plan for this year, that is able to respond to the proposals and needs set out by the Funds; and on the other hand, with an extensive Programme of Municipalism, that includes the support for local administration as a cooperation agent, and in a specific way for the Cooperation Funds as networks of cooperating municipalities and as communicators of the local cooperating administrations before the state institutions.
- Relationship with the Spanish Federation of Municipalities and Provinces (FEMP): the establishment of a framework agreement between the Confederation of Funds and the FEMP has been considered with the objective of definition and mutual recognition of the areas of action of each institution, and to collaborate in those that they have in common.
- Relations with the State Coordinator of Development NGOs (CONGDE): it is considered advisable to pick up the lines of collaboration with theCONGDE, and more specifically, try to open the lines of joint work in the impetus and follow-up of the regional and state decentralized cooperation.
3. Mutual Communication in the international sphere
- Relationship with the United Nations: it is important to maintain institutional relationships with international organisations, particularly the United Nations, especially within the framework of the UNDP (United Nations Development Programme), through the ART Programme and its regional organisations (PDHL and GOLD). Likewise, attendance is expected at the V International Forum of World Alliance of Cities against Poverty, which will take place in Valencia in March.
- Relationship with the network of local governments: continuity will be given equally to the participation of the Cooperation Funds in institutions and networks of local governments in the international sphere, in an attempt to establish lines of collaboration, particularly with United Cities and Local Governments, through the Commission of Social Inclusion and proactive democracy (FAL), and with the Network of European Municipalities for Peace in the Middle East.
4. Strengthening of the Funds' ability
- Strengthening of the work of management of the Funds, in three fundamental points: technical rigour,transparency in the management andparticipation increase. The objective is that each Fund is consolidated as a municipalcooperation agency in its respective regional sphere, and that it is also acknowledged as such in the corresponding legal and representative frameworks.
- Consolidation of the joint task of the technical office of Managua: in order to continue contributing to the integration of the work of the Funds and provide a greater exchange between them. In this way, the coordination of a joint delegation of electoral observation has been proposed for November to coincide with the general elections in Nicaragua.
- Seminars for exchange of experience and knowledge:planned for this year is the promotion of the instruments for strengthening the Funds by means of a training course regarding the subsidies law, which may be held in June.
5. Shared projects of awareness
- Publications: the production of a catalogue of materials and activities to raise awareness for the Funds is planned, as a tool for joint and exchange work, in electronic format that can be progressively amplified.
- Virtual space: there will continue to be equal promotion of the diffusion of the initiatives of the Confederation and the Cooperation Funds promoted and reflection on the decentralized cooperation through our online bulletin, and the Observatory of decentralized cooperation, the contents of which will continue to be increased, especially regarding the database of legal regulations and documentation concerning decentralized cooperation. Evidently, the task of maintenance and permanent updating of the website must be taken into account as well as the monitoring of visits and consultation.
