Fund model: characteristics
and advantages
- A Fund is a non-profit-making organization.
- It is made up by local public institutions: town
councils, county councils, associations of municipalities, province
councils, and it also counts on the participation of the autonomous
government. All of them as a unit, regardless of the political
parties that lead them.
- It manages an economical fund in a democratical
and participatory way, in order to contribute to the total development
of the people and the communities in the South, and to the citizen's
awareness at a local level.
- It guarantees the control and transparency of its
management, as well as the consensus on its goals and priorities.
- It limits the administrative and structural expenses
to a maximum of the 10% of the available economical resources
- It guarantees the continuity of the projects, making
sure that the funding will not be subject to sudden changes, either
in the political field or because of the outbreak of emergency
situations in the countries of the South.
- It directly collaborates with the population of
the countries in the South, thus favouring the North-South relation,
in order to advance towards the construction of a fairer and more
solidary world.
- It facilitates the work of the local authorities
on cooperation issues, without the need for the creation of their
own cooperation model in each town council or province council,
avoiding duplicities, management expenses, and diverse, and sometimes,
incoherent development models
- It also facilitates the relationship between the
administration and the NGO's and grass-roots groups which choose
to present their development projects and awareness programmes,
avoiding dispersion, and with common grounds.
- It manages the development projects and actions
for impoverished peoples in a joint way, setting criteria that
can boost human and sustainable development, supporting larger
projects.
- It provides technical teams to facilitate assessment,
control, and transparency of the projects management. .
