Institutional presence
The Confederation of Funds for Cooperation and Solidarity
carried out an important follow-up task during the approval process
of Spain's Law on International Development Cooperation,
so the text approved by the Spanish Parliament in July 1998, includes
some of the amendments proposed to the different parliamentary groups
by the Confederation of Funds, in which the importance of decentralized
cooperation was pointed out as a way of participation of the different
local bodies in development cooperation.
On the other hand, the Confederation got to guarantee
the presence of the Cooperation Funds in the Interregional Committee,
an organ representing the local, autonomous, and state institutions
regarding the coordination of the policies for development cooperation
in Spain. So it is provided by the article 4 of the by-law that
establishes the composition and functions of that Committee (BOE
no. 13; Royal Decree 22/2000 of 14th January):
"d) from the local organizations that manage funds,
regarded in their respective budgets as official aid for development,
or from supramunicipal bodies which they expressly delegate,
particularly the Funds for Cooperation and Solidarity, 19 representatives
will be elected by the nationwidest organization, according to their
own internal procedures."
Specifically the Funds have 7 representatives, being
at present:
- Teo Romero i Hernández, President of the Catalan
Fund and Mayor of Santa Margarida de Montbui.
- Rosa Maria Ostogain Echeverria, President
of the Basque Fund and Mayoress of Berriz.
- Vicent Moreno Montañés,
President of the Valencian Fund and Mayor of Castelló
de Rugat.
- Alfredo Novoa Gil, President of the Galician
Fund and Deputy Mayor of Oleiros.
- Bernardí Coll i Martorell, representative
of the Majorcan Fund, the Minorcan Fund and the Eivissa and Formentera
Fund, and Mayor of Mancor de la Vall.
- Francisco Pulido Muñoz, President
of the Andalusian Fund and of the Cordova Province Council.
- Miguel Ángel Morales Sánchez,
Vicepresident of the Extremaduran Fund and of the Cáceres
Province Council.
In the Standing Interregional Committee, the
Catalan Fund of Development Cooperation is represented.
